ICO's

How does a company raise billions after an ICO is originally bought?  Isn’t the value tied into the value of the token that is used for a particular purpose?  The company might get money from an initial value of the offering, like a stock which goes on the market for $50 per share, but after the initial sale, where does the company get more money to amass these billions that you are talking about?  And if the token really is only a digital asset to allow a service or function to be rendered, why would anyone want to invest in such a limit functionality, especially when it does not represent a share of value in the actual service or business activity?
